The City of South Hutchinson has officially adopted Ordinance No. 26‑10, approved by the Governing Body during the July 27, 2026, City Council meeting. The ordinance establishes new regulations prohibiting the use of campers, recreational vehicles (RVs), and other temporary dwellings as permanent residences within city limits. The measure is part of the City’s continued efforts to support public health, safety, and neighborhood integrity.
What the Ordinance Does
Under the new rules, campers and RVs may not be used as permanent residences anywhere within South Hutchinson. They will only be allowed for permanent use inside a licensed RV park. The ordinance defines a permanent residence as a dwelling occupied continuously for more than 7 days or occupied for more than 30 days within a calendar year. The ordinance also prohibits RVs and campers from being connected to city sewer systems.
Allowed Exceptions
Temporary use is still permitted under specific, limited circumstances:
• Guest Use: RVs may be occupied for up to 7 consecutive days, with a limit of 30 days per year, provided no rent or compensation is exchanged.
• Construction/Renovation Use: Temporary occupancy is permitted when a valid building permit is issued for work on a permanent structure. A temporary permit from the City is required.
• Designated RV Parks: RVs may continue to be occupied lawfully in City‑approved RV parks.
• Emergency Hardship: The City Council may issue temporary hardship permits for residents affected by disasters or emergencies, valid for up to 90 days with possible extensions.
Enforcement Begins October 1, 2026
The ordinance goes into full effect on October 1, 2026, allowing residents time to comply before enforcement begins. Violations will result in a written warning for the first offense, followed by potential Municipal Court complaints, fines between $50 and $500, and possible removal of the RV at the owner’s expense for subsequent offenses. Each day a violation continues counts as a separate offense.
City Encourages Early Compliance
If there are residents currently living in RVs or hosting long‑term RV stays are encouraged to review the ordinance and make any necessary changes before the October 1 deadline to avoid penalties. City staff will begin outreach efforts, including notices to any found RV occupants, ahead of enforcement.
